Speaker CVE-cigarettes: Public Health and Policy Challenges in a Global Context
The global rise of e-cigarette use presents both opportunities and challenges for public health. This presentation explores international trends in vaping, including patterns of use, product diversity, and population-level impacts. It contrasts diverging regulatory approaches, from harm reduction models to precautionary bans, and examines the tensions these create within public health, particularly around youth uptake, nicotine renormalisation, and industry influence. Drawing on case studies from several countries, the talk highlights successes, setbacks, and lessons learned in shaping e-cigarette policy. It also considers the political and commercial determinants that influence regulation, and the critical role of science in informing balanced, evidence-based policy. In an era of declining public trust in institutions and scientific authority, the presentation will reflect on how public health can navigate these complexities to support informed decision-making and equitable outcomes.
電子煙與加熱菸防治與戒治：台灣策略
台灣2023年實施新版菸害防制法，將加熱菸歸類為「菸品」，電子煙歸類為「類菸品」，前者是合法的，後者是非法的。加熱菸宣告為「指定菸品」，必須通過「健康風險評估」始得上市。依據新版「台灣臨床戒菸指引」，電子煙建議禁止使用，加熱菸使用者建議戒除。國際研究使用varenicline、cytisinicline、尼古丁替代療法戒除電子煙，若配合互動式簡訊效果更好。加熱菸戒除研究較少。新型菸品皆為尼古丁成癮，建議食藥署從寬認定適應症，國健署納入戒菸補助。

Speaker CVA New Paradigm for Healthy Aging: The Integrated Approach and Clinical Application of Geriatrics and Lifestyle Medicine
The global aging of the population presents a significant clinical challenge in managing complex geriatric syndromes, highlighting the limitations of the existing medical education system. This lecture proposes an integrative approach as a solution, combining Geriatrics, which focuses on the 'What'—diagnosing complex health issues in older adults—and Lifestyle Medicine, which concentrates on the 'How'—providing evidence- based solutions. We will particularly examine how the six core pillars of Lifestyle Medicine, including nutrition, physical activity, and sleep, serve as effective therapeutic tools for preventing and managing key geriatric syndromes such as sarcopenia, delirium, and cognitive decline. Furthermore, the presentation introduces an expanded 5M model that incorporates 'Multicomplexity' as a practical framework for systematically applying this integrated model in clinical practice. This dual approach offers older patients a fundamental solution that extends beyond mere disease management to enhance quality of life and maintain functional independence, representing an essential future strategy for healthy aging. Through this, we aim to optimize the health span of older adults and call for the integration of this new paradigm into future medical education curricula.
生活型態醫學在臺灣的實踐與未來
臺灣面臨慢性疾病盛行與健保資源壓力，需從以治療為導向的服務模式，轉型為強調預防與健康促進的價值醫療。生活型態醫學（Lifestyle Medicine）以實證為基礎，透過行為改變介入改善生活習慣，與價值醫療理念高度契合。臺灣近年已成立生活型態醫學會，積極推動專業教育、臨床導入、在地研究與政策倡議。其目標不僅在提升病患預後與群體健康、降低醫療支出，更有助於改善醫療人員過勞與重燃熱忱。未來應持續推動生活型態醫學進入國家健康政策與照護體系，建構永續且以人為本的健康模式。

成人肺炎鏈球菌感染的疾病負擔與疫苗演進
成人肺炎鏈球菌感染的疾病負擔因年齡增長而顯著，長者（65歲以上）及特定高風險族群（如免疫功能不全者）負擔尤為沉重。 為此，衛生福利部疾病管制署自2023年起分階段擴大公費肺炎鏈球菌疫苗的接種對象及時程，鼓勵長者及高風險成人盡速接種13價結合型肺炎鏈球菌疫苗（PCV13）及23價肺炎鏈球菌多醣體疫苗（PPV23），以預防侵襲性肺炎鏈球菌感染症（IPD）的嚴重併發症與死亡風險，降低醫療負擔。本演講將為聽眾詳細介紹成人肺炎鏈球菌感染的疾病負擔與疫苗演進。透過本演講傳達成人肺炎鏈球菌疫苗施打的重要性。
